I placed an order via his website on 6th December and received a parcel today, which is pretty good considering the distance and Christmas post. Everything was present and as described, they also kept me regularly informed about the progress of the order. Also, the most pleasant surprise was that postage and packing was free on a small order (just over $100), when most dealers in South America charge ludicrous amounts for it!
All in all a very satisfactory trade.

Was there any indication that he had the proper shipping/export permit (assuming that Venezuela isn't in such disarray that no such thing exists)?

The package seemed to have all the necessary paperwork with it.
The data seems reasonable, not as detailed as GPS co-ordinates but examples are: "Rio Frio, E. Táchira" or Piedras Negras, E. Falcon"; they all have a collection date and collector's name.
