These insect appeared on my house ceiling and they kept coming back each time I clear them. Can someone advise what are these and how can I get rid of them? Are they harmful? They are very tiny and about 2-3mm Long.

Booklice or psocids are regarded as the most primitive of the Hemipteroids and i wouldn't worry too much as they are pretty harmless.

Some species eat insect collections, and their English name tells you one of the other things they may eat. In reality, they feed on fungus, and insect collections or books are attacked when they have an invisible film of fungal mycelia on the surface.
They need relatively high humidity, so if you want to prevent them coming into the room make sure the humidity is low.
