I don't know what it is precisely, but it is not a wasp; it is a fly (Diptera) that apparently mimics a wasp. Note there are only two wings with a pair of halteres instead of hindwings.

Ummm... I am thinking "Ctenophora flaveolata" or something very close!

It's a male Ctenophora sp. Sorry but I don't know the eastern species of Ctenophora. I only saw a Ctenophora once in my life, when I was a child.
