Well, your picture (is it yours?) is of a species of wasp. I have no idea what country you are from or where this photograph was taken. However, it seems to me this is most likely a scoliid wasp (Scoliidae) The short legs covered with those thick setae (hairs) which appear bristle -like; along with the bristled abdomen are trademarks of this small family of Hymenopterous insects. Not at all common generally.

I took the photo this week in Hillsborough North Carolina.
Flowering bushes at a park had many of these insects.
