Oddly enough, many of the rare captive bred animals- but particularly birds and reptiles- come from illegally imported parents. Bearded dragons and forms of pythons come to mind.
The problem with captive breeding in developing countries is lack of knowledge and commitment. Ironically, captive indoor breeding has shown greatest success outside of the source. And, probably not surprising, captive breeding by resourceful fanatics is usually more successful than at zoos and approved facilities.
For my thesis I compiled a comprehensive business case for farming Ornithoptera in Solomon Islands. I'll save you the analysis, but what I found was that the anticipated supply and demand would, within a few years, support only one breeding facility, and that even it would lose financial self-sufficiency in as few as five years.
I will have to get the book and read it. IIRC JT said they need $300k to start up farming of Alexandrae. I don't know if they ran the long-term business case for it or not. My main concern would be starting ANY enterprise in a half-assed country like PNG. Then, how to tap the US market? The import laws would have to be changed, which is nigh impossible.
As far as breeding it for the maintenance of the species, well I laugh. Though that rock lobster has been bred for that cause, and Tom Emmel did it for a papilio, I just don't see the world caring enough to do anything about Alexandrae.

As few as Pemberley's review is concerned, the idea seems to be have an on-going captive stock to boost the remaining population. Pity that most of its habitat has been replaced with Oil Palms. There was no mention of breeding it for sale? or removing it from Cities One. I have ordered the book and will read it with much interest.
