I was wondering if I could get some Japanese larvae into Arizona ive read some laws but haven't heard of any problems if I could own a specimen or not. Please id love to own one

Since you live in Arizona and have our native Dynastes granti readily available to you at the right time of year -- why would you want anything from Japan? Nothing they have there native compares. They have nothing I'm aware of in the Dynastes genus that lives there. Perhaps, other genera like Allomyrina are represented. None the less it is common knowledge that nothing non- native and living is allowed to cross U.S. Borders or ports (Plant or animal ) of any kind... If you have ever traveled outside of our U.S borders by plane or ship you would know well the declarations page one fills out upon your return. I personally would never risk importing anything live here in these United States as the fines or possible imprisonment would be more than you would have ever bargained for ! Only places such as butterfly houses and zoos are allowed ownership of non- native plants or animals and even at that they get inspected and have to fill out a TON of paperwork to even get approval !

Anything is possible in USA. It just takes money. To do what you want to do, and legally, will cost more than $10,000 and take several years. To import foreign live specimens you will need approval from the exporting country, US Customs, USDA, USFWS, and more. To do otherwise is illegal.
Like Trehopr1 said, raise Dynastes granti.
