It appears to me like it is more the reflection off there wings? It's kind of hard to tell! Also is that your yard? It's such a beautiful place!

From what little I can see on the two videos they do seem to have a white glow. Whether they actually produce the light themselves or actually reflect sunlight is unclear. Can you restore the links to the still photos of the fly. The only way anyone can tell you even approximately what it might be is if we can see decent photos. In the video where you managed to catch one it was interesting to see that the probable fly ran up the side of the glass before flying away. I know one family of Diptera that runs like that, the family Phoridae. See en.wikipedia.org/wiki/Phoridae for some information. I then did a google search on "Phoridae glow" and found one interesting page here: www.diptera.info/articles.php?article_id=9&c_start=10This was a species in the UK, but I can imagine that there may be similar species in Cebu. Perhaps the flies you found can extend their abdomens while flying, I am just speculating though. Adam.
