This looks to me like a species of Chrysomelidae, in the subfamily Hispinae...

It can be confirmed that it's an hispine? WHich hispine genus have this kind of rostrum?

I quickly looked up a Hispinae beetle that is horned. It is pretty similar to yours.horned is synomonous with nosed in your case.

Greetings,
Well, later is better than never when it comes to getting a name! I was cruising through the Hispinae at work and ran across this beast... it appears to be Cryptonychus bipunctatus Baly. We have two specimens that look identical from Cameroon...
