My mother and I want to visit Russia someday, and I’m wondering if there are areas there that have a lot of butterflies. Also, do I need a permit to catch any insects there?

As far I know, you don't need special permits to collect butterflies in Russia. There, the lepidofauna in very rich, especially in forest and mountains areas. How many species of butterflies have been recorded in Russia not taking into account the former counties of the Soviet Union.

As you know Russia is a HUGE country and there are indeed a LOT of paleartic species. No permits needed as far as I know. There are many areas with tons of butterflies, the best place being indeed Far-East (Yakutia, Siberia) during early summer. But I am not sure it is the place your mum wants to visit. Of course much less butterflies in Moscow or Saint Petersburg (but splendid cities). And if you are looking for common species, you can find them in the campaign near cities.

I recommend to plan a trip to the Russian Altai (SW. Kuraysky Mt. Range, Aktash village, Ulagansky district, Altai Republic, 50°18'45"N 87°36'11"E). Dates catching butterflies approximately 15-20/VI - 10/VII. It is advisable to organize support. Have to walk a lot. And the second option Russian Northern Caucasus - the neighborhood of Elbrus (Cheget Mountain, Terskol village, Elbrussky district, Kabardino-Balkar Republic, 43°14'43"N 42°31'28"E). Dates catching butterflies approximately 20/VII - 10/VIII. Can be unaccompanied. I think there and there you and your mother will like it.
