I guess they protected all Troides and Ornitho (priamus is also very common) in order to facilitate the work of the customs. Hard for a non-lepidopterist to distinguish a rare Ornitho from a common one (especially when papered).
I guess 99% of entomologists believe that CITES for insects is useless and some times counter-productive (especially CITES 1 protection status). Ornithoptera alexandrae would be in a much better situation if it could be farmed.

Moreover there are dozens of Chikae for sale on Ebay under the name of "hermeli" but try finding one hikarugenzi female anywhere, but I will refrain from another CITES rant, I think we have said it all as far as they are concerned.
